Global class-action lawsuit against Japan?

What are your thoughts regarding a global class action lawsuit against the government of Japan for its failure to properly regulate it's nuclear power plants which has lead to widespread fallout that will cause emotional, medical, and dire economic damages to billions of people worldwide?
