How do I know my blister is getting better?

I have a blister on the inside of my finger....right where you bend the finger. It does not hurt my hand at all, just realized I had one when doing different things. Anyways, my blister is like cracking, kinda hurts to touch but not that painful. It has like another cauliflower like bump growing out of it. Does that mean it's the new skin taking over and the pain is from the fluid leaking? How do I know if and when I should get medical treatment? Obviously if I'm in dire pain but with this extra hump on it, should I be worried? Thanks
